Stewart retired in 2016 after a 43 year engineering career, including 37 years in Local Government. He was the Director Technical Services at both Orange and Dubbo City Councils for a total of 23 years. Stewart was actively involved in transport issues in western NSW over several decades, including the creation in 1994 of one Weight of Loads Council Grouping in Central Western NSW and later as the Deputy Chair of a second Group operating across North Western NSW. He has presented papers on management of heavy vehicles in a regional setting at previous conferences in NSW, Victoria and Western Australia.
Stewart has been a Fellow of Engineers Australia since 1995, an Emeritus Member of IPWEA since 2015, was awarded a Public Service Medal in 2011 for outstanding public service in the areas of water supply and sewerage management in New South Wales, particularly in the Dubbo region, and an OAM in 2017 for services to Local Government Administration generally and the community of Dubbo.
